ABOUT THE POSITION

TLEA is welcoming applications for a Max-term Senior Construction Engineer to join our team on a 2-year maximum-term contract, working a Monday to Friday roster at our Kwinana plant.
In this role, you’ll support brownfield construction activities including SIMOPS, construction verification (CVC), QA inspections, ITR/ITP sign-off, walkdowns, punch listing, and resolving contractor queries. You’ll coordinate closely with Commissioning and Operational Readiness teams to ensure construction completion aligns with site standards and specifications.

DUTIES AND RESPONSIBILITIES

- Support “Lead Construction Delivery Engineer” in coordinating execution of brownfield projects (ramp-up).
- External stake holder engagement not limited to Operations, Maintenance, Construction contractor and equipment vendors.
- Be responsible for ensuring that ramp-up project team successfully handover the project to the operation’s teams.
- Be responsible to ensure the project activities meet company standards and specifications and/or exceed industry standards.
- Internal stakeholder engagement between Construction, Commissioning, Operational Readiness and Engineering.
- Be responsible for coordinating key interfaces between ramp-up execution team and construction contractor.
- Review and provide input to the Contractor’s construction methodology, CRAW, risk assessment workshops, Work Method statements, QA documentation templates.
- Coordinate with the contractor relative to SIMOPS and planning especially during shutdown.
- Carry out safety walkdowns and liaise with respective stakeholders for remedial action.
- Coordinate internally to expedite advice on contractor’s technical clarifications.
- Coordinate with the construction contractor to take ownership of the free issued equipment and materials.
- Verification and sign off QA documentation (ITR, ITP’s) of the completed scope is as per design deliverables and CPY spec accordingly.
- Coordinate joint walkdowns with construction contractor and establish construction punch list with appropriate categories.
- Coordinate with the contractor to expedite Red-lined P&ID as part of CVC.
- Coordinate with execution contractor to closeout Punchlist items/ construction defects identified during CVC walkdown, commissioning phase,
- Operations handover walkdowns accordingly.
- Coordinate with execution contractor to verify offsite fabrication, witness HOLD points as required accordingly.
- Participate at periodical progress meeting with the contractor to review progress, procurement, Safety, SIMOPS, Non-conformance, Technical clarifications accordingly.
- Participate during joint walkdowns with Operations as part of readiness verification for startup / handover to Operations.
- Assist Project controls in reviewing Contractor timesheets, variations, construction progress as part of verification.
- Coordinate with the contractor to expedite final documentation handover to Document control as part of for internal review and sign off.
- Coordinate internally to transform As-built deliverables to ‘Black-line’ and upload in internal document system for use.
- Assist with establishing scope of work to facilitate procurement and associated SAP process.
- Ensure alignment to the project goals and priorities are understood.
- Create a highly committed and collaborative team environment.
- Ensures governance of the Owner’s Project Execution process specifically compliance to procedures and policies.
- Manage relationships and use ‘Best for Project’ decision making to deliver project objectives
- Participate in the periodical team meetings to review the progress, risks, and issues
- Facilitate meetings between ramp-up team and key stakeholders in Operations as required to resolve issues.
- Facilitate meetings between ramp-up team and construction contractor as required to resolve issues.
- Assist closing out execution risk as required accordingly.
ESSENTIAL REQUIREMENTS
- Tertiary degree in engineering and over 5 years construction management experience on the client side.
- Project management experience in either the mining/resources /major industrial sector
- Experience in downstream processing / chemical plants preferable.
- Construction management experience in the brown field environment, preferably with some exposure to commissioning, operations readiness and handover.
- Knowledge of Australian engineering and construction practices
- Ability to implement effective risk mitigation
Ability to form relationships at all levels in the project organisation and key stakeholders - Familiarity with the application of digital technologies throughout the project phase

LOCATION
TLEA proudly acknowledges and the Whadjuk and Gnaala Karla Boodja people of the Noongar Nation, as the traditional custodians of the Kwinana area, where we operate our plant.
Kwinana is 38 km from the Perth central business district, 20 km from City of Fremantle and just 7km from Rockingham.
